Under HB 1196, Texas businesses that receive
taxpayer-subsidized grants and tax abatements must certify that they do not knowingly hire
illegal workers. The law requires that these businesses include with an application for
public subsidies a statement certifying that the business, or any subcontractors it may
employ, does not employ illegal aliens. Businesses found in violation of federal work
authorization must repay the amount of their public subsidy with interest, within 120 days
of notification of violation. The bill goes into effect September 1, 2007.
